About Rhonda
In 2003 she was elected to serve on North Charleston City Council, District 2, representing the Midland Park, Colony North, and Pepperhill neighborhoods. 19 years later she is still serving the citizens of North Charleston District 2 and the City of North Charleston as a whole.
She has worked very hard to improve the neighborhoods in her district and feels that she has represented her constituents to the best of her ability. She has received numerous awards and recognitions.
Rhonda believes in her constituents and the youth within. She works very hard with the Recreation Department to ensure that all ages and ethnicity have the opportunity to participate in sports, classes, fitness, etc.
She is the only Councilmember in the State of South Carolina to achieve Diamond Magna Cum Laude Status at the National League of Cities and is a Graduate of the Municipal Association of South Carolina; Regular, Advanced, and Continuing Education.
She is proud to live in a city where people can “live, work and play” and strives daily to make this a reality.

Ensured Open Relationships with the Developers of Ingleside Plantation

Ensured Open Dialogue for the Recycle Center and the Palmetto Commerce Parkway Phase 3

Attend all neighborhood meetings and events and as many ribbon cuttings, grand openings, and community events that my schedule allows, including school programs and city department programs

Worked with the Mexican & Guatemalan Consulates to ensure that their citizens receive identification cards that our police department will recognize, ensuring the officer’s safety.

Instrumental in making sure that ALL fire stations in our city receive Valentine’s cake or cupcakes on Valentine’s Day to show our appreciation.
Safety

Crime in District 2 is down CONSIDERABLY since taking office in 2003

Responsible for the “left turn arrow” on Stall Road turning onto Ashley Phosphate Road
-
Responsible for the sidewalks from Rivers Avenue to Midland Park School and obtained numerous “speed humps’ throughout District 2
-
Instrumental in getting sidewalks on Northside Drive

Instrumental in helping to develop our Fence Ordinance

Instrumental in organizing Task Force for hotels to come into compliance to cut down on crime in the area

Worked to make sure that all fire trucks in our city were issued a laptop and that all personnel were trained to use them.

Reported the need for the additional turn lane on Palmetto Commerce Parkway onto Ladson Road and still working on an additional turn lane onto Ashley Phosphate Road.

May 2002 was instrumental in having the Bill signed in Columbia requiring criminal background checks on ALL employees that work in nursing homes.
Affordable Housing and Quality of Life

Approximately 2 million Dollar Renovation of Pepperhill Ball Park

Instrumental in the purchase of the New Midland Park Community Center

Donation of the double-wide for the FREE computer lab on Stall Road (which has now been donated to New Covenant Church of God)

Instrumental in the purchase of property on DeSota Drive for future Colony North Community Center (working on a funding stream for the Center)

Working to develop land on Orvin Street into Sports Facility

Since 2018 had pumpkins donated for the Pumpkin Patches at Pepperhill Elementary School

Since 1999, established Community Walks throughout District 2

Since 2019 brought Basketball After Dark to District 2
